Same problem in Aosta, Italy during Kythera phase 2.
For example on the first portal of the event Dora Baltea

Here are additional screenshots verifying that intel gives the correct category while the scanner consistently says category 1. The intel category matched the lived experience of the agents who were playing (e.g., deploy defended portals should not be category 1)

these two portals were won by Enlightened. those were captured by Enlightened before the today’s cycle end, and kept green until complete battle beacons. so the comm messages of "Enlightened won" are correct.
however, in the scanner, those were "neutral", differently from the fact.
the reason why he posted it here is because it seems same problem with that categories are different between scanner and comm.
in addition, this differentiation of scanner and comm is reported widely from Japan and global on and after Kythera Phase 2.
We’d like Niantic to survey and solve it.
