Blatant Win-Win multi-accounting of previously banned but released player not punished after reports

We have filed multiple reports for three accounts (that will have their IDs masked in this post) owned by a single player but they are closed without putting any of the accounts on probation:

I’m writing to let you see how ridiculous and blatant this win-win multi-accounting was. In order not to “defame” any player I will call those accounts by “X”, “Y” and “Z”.
Following three accounts belong to the same person: X (ENL), Y (ENL), Z(RES). Z was a brand new account created in March (finished agent training at that time) but became active on May/14, in order to provide AP for the other two ENL accounts.
Account Y has previously been banned for two years for spoofing when it has not changed the ID. This player has appealed and promised to Niantic that he won’t spoof again to get this account unblocked but actually he was cultivating account X in the interim.
I won’t discuss about his spoofing behavior here and I don’t know how Niantic determined that he was spoofing with account Y and thus put it on probation once, but there is very strong spoof:

Indicating that this player was mocking GPS to apply cloned, fake portals.
Anyway, starting from the afternoon of that day, this player was blatantly using those three accounts to do win-win AP leveling (GMT+8 Mainland China time) by a single person himself:

Basically it’s just this player using the two ENL accounts X and Y randomly to fire XMPs and let the RES account Z capture the couch portals. The typical win-win trading pattern lasted 7 hours until 23:16PM and all accounts gained quite much AP.

As the in-game public action logs are extremely magnificent and intensive, I see it as intentionally scorning Niantic and unabashedly trolling at other players. What do you think?

I would like to hear from a company representative how the development of systems preventing this kind of cheating is going? Your feedback is very important to us.
You won't. Niantic has allowed this behavior to get worse and worse. I asked Brian yesterday on Twitter, since that seems to be the best method of communicating with this team, about methods to get multi-accounters banned (since he said it was against guidelines). No response, very similar to the help support currently provides in such situations.
Supposedly not allowed to photograph single agents in vehicles building Level 8 farms, but you can report them until your fingers fall off without any actions. All these mormon families playing Ingress with their 12 children on a single phone, sure......
So there are more of those shameless cheaters out there... We have a simmilar situation in my city. Someone having multiple accounts (and also doing that action that starts with S and ends in POOFING that we're not allowed to discuss outside the ignored thread) and having them banned for it, yet he keeps creating more accounts. He got his main account recently banned for doing the we-cant-talk-about, and ofc he will get it back and have even more lvl +8 accounts (the returned one, the new one that he's currently using and others...)
I wonder why they return those accounts and believe them that they will not do it again. Ok, you're not doing it again? Good, start from 0 and learn your lesson.
Well maybe they think those players will pay for medals or subscriptions to "save their accounts".
i got a warning from niantic for doing such post and cheaters were never banned 😒
