Definitely conceivable, in the same way that capsules are personally named. And it would require no (significant) extra data after startup to maintain.
That's a whole different kettle of fish that should be placed in it's own thread if you want to lobby for it. Marking a key as a favourite is almost entirely a UI thing, where as recharging from capsules is a server storage rework thing.
Tell me, how much do you know about how the Inventory system works? Have a look at the Inventory output JSON from the Intel map, and it will explain why "Recharge and/or link from capsules" is far more difficult than "If this GUID then move to front of list".

Unsure how likely any additional features are to go into the game that don't create money for niantic. If it was a paid feature they might consider it
