[2.91.1] Sponsored Portals show Scan Meter even though they cannot be scanned

There are a few sponsored portals out there which are locked for any editing, which means no new title, description, photo, but also no scans. When the Scan Meter was activated though, it also appeared on portals on which no Scans can be submitted. Not a huge bug, but hey, why not report it.
