Official Niantic announcement for Russian Ingress agents
Niantic sends these messages to Russian agents. How can they understood that after they being banned from playing? :)
can these messages be an official announcement that Russian Ingress agents will be unbanned in the near future and they will be able to play Ingress game in Russia again?

No, this is an automatic notification that is sent out by the app after it detects that you haven't logged into the game for a while. This should not be taken as an indication that the Niantic ban in Russia will be lifted anytime soon.

See, Niantic didn't ban Russian agents, as they don't know if a particular agent has Russian citizenship or not. Niantic suspended gameplay in Russia (and foreigners who live in Russia for some reason are suffering all the same). You still have this theoretical ability to travel to a region Ingress isn't disabled in. You don't even have to deal with border control: I mean, it's still on in Crimea (somewhat paradoxically). So they don't have any straight means to exclude Russian agents from these notifications, and coding around agent's last location? That's too much work.
And Niantic is as enslaved by PR and cancel culture as any company that aims at making profit. Some companies have balls to draw the line between a nation's government and its citizens even if it means losing a fraction of their income, Niantic doesn't. Suspending paid services for Russian and Belarusian accounts? Sure, that's fair as it lessens taxes fueling Russian war effort, and Niantic didn't even have to lift a finger, as Google and Apple have it covered. Suspending gameplay by location? That's cold corporate logic for you. It's just better to hurt some people who aren't able to generate any profit and appease this loud subset of the community that wants people whose only crime is living within the borders of a country that's waging a war of aggression to suffer.

@InvestigateXM What does "automatic" mean? Isn't Niantic responsible for the messages that are sent out to players? If the message states that the player is invited to return to play, then Niantic is obligated to provide such an opportunity, according to them. And if these messages were sent to Russian players, then the company should provide the opportunity to play Ingress for them.
Automatic means exactly that. Once you open the app for the first time, a timer starts in the background. Each time you open the game after that, the timer resets. Once the timer reaches, let's say 7 days, the app automatically sends out the notification to the phone to try to get people back into the game. This all happens on the device, Ingress is not making any server requests for this notification. That also means that this notification is sent out to players that can't actually play the game, be it due to no portals, a ban, or in this case, the suspension of the game. The system behind this notification doesn't know about any of that, it just sees "The player hasn't opened Ingress in 7 days, I'll send a reminder.".
Also I have no idea how you come to the conclusion that Niantic is obligated in any way to provide an opportunity to play just because this notification went out.
@InvestigateXM The conclusion is very simple: if Niantic invites Russian agents to return to the game by official notification, then they should provide the opportunity to play for those agents to whom they sent their notifications.

Yes, the main question from Russian players is - what are we personally guilty of??
How did shutting down our favorite game help the unfortunate people of Ukraine? We also feel very strongly about what is happening, but we have no real way of influencing it. And Ingress was a way to disconnect from the horrible reality - in fact, this game was our soul medicine! Please understand this fact and don't ignore the requests of loyal players - we NEED Ingress here!

It’s very disrespectful to your players, Niantic. Your actions are leading to the the situation when allowing Russian players to play will have no sense, since all the players will avoid your games.
