Portal Decay and Cooldowns revelation
People that have invested a lot of time and effort in maintaining portals and combat the opposing faction gain a lot of knowledge about portals.
As a high level scout controller of several portals you know your favourite portals very well , so i think the cooldown of a portal and the point in time where a burned out portal is recharged and can be hacked again could be revealed on the map and scanner. This wouldn't be too powerful as you can already calculate it from the used mods and try to remember it roughly and be an additional incentive to care for portals and become scout controller.
Maybe allow a core agent to tap into the knowledge and be able to show the data for non scout controlled portals for lets say 2 dozen favourite portals around your home or so.

This information is maintained on the server, but all replies we've been given previously, have been that the format of the data there is difficult to deliver on a request basis.
If you watch PoGo, they don't actually give this as part of the POI data that's refreshed. It's pushed as a block on startup, then maintained on the client, which is where it can get out of sync. But I'm sure something similar could be done in Ingress for the hack cooldown and burnout times.

Speaking of hackathon, they just finished one with Lightship this past weekend.

Honestly, I'm not sure. I just looked at the info and it seems it was open to AR developers.
So, its a bit more complicated for Ingress than it is for PGO because the timer can be reset as opposed to being on a fixed interval. I once had a discussion about doing it, but syncing all of the timer changes/updates to/from the client turned out to be quite a bit more complicated than we had expected. Not to say that we wont / wouldnt do it, but we dont have any hackathons coming up soon :(
