The company I work for has offices and customers in Ukraine and in Russia.
I have traveled to Russia for work and for holidays. I suspect most of the population, especially the eastern parts of Russia don't like this Ukraine invasion.
That said, NATO membership ambitions by Ukraine would understandably upset Russia. Would an agreement by Ukraine to never join NATO have stopped this? I don't know.

Well, we basically got some guarantees from Russia in 1994 (https://en.wikipedia.org/wiki/Budapest_Memorandum_on_Security_Assurances) and they promised to respect our borders. They will surely promise even more. The only problem here is the fact they tend to forget about their obligations.
Good Grief, people: Niantic doesn't need to worry about upsetting the Russian people; it needs to worry about upsetting the Russian government:
The short-term risk: Niantic give anti-invasion Ukrainians a way to announce they're anti-invasion on a map, some pro-invasion agent reports them to authorities, and then you've got the Russian army harassing Ingress agents.
The long-term risk: Niantic annoys the Russian government enough to get Ingress (and possibly other Niantic games) banned in Ukraine and Russia. That certainly won't help anybody.
(By the way, both of these concerns may become irrelevant soon, if the app stores get tangled up in sanctions.)
This beacon idea is a bad idea because it's potentially self-destructive for agents and Niantic.

But I still think that there is a need for sanctions. For example, the company could temporarily suspend the work of Ingress and Pokémon Go in Russia.
