Three rows are the sweet spot for me. While I love bigger banners as well, three rows can be done in two to three hours of casual walking and don't require the whole day, and three rows still gives a great picture in the end.
I live in a rural hub, and I am in favor of one-row banners. They are accessible and fun for all Agents, and they can be done in both smaller towns and large cities.
I like big banners, with 3 or more rows. But if you have a 1 row banner, it's perfect to do between big banners like "a paragraph". Still, I don't care about banner sizes, I like to collect them . I only consider if I like the image and how many km/miles need to do xD

Depends on a number of factors. As a creator, it will depend on how many portals are available in the defined area that I want to use. It will also depend on how well the image or variations of the image fit as a 6, 12, 18, etc. Sometimes it is hard to marry those two things together. An image might look best as an 18, but you only have enough portals for a 12, for example. Another factor as a creator is the limit of 180: do I want to make a lot of small/medium size banners, or do I want to just make a couple/few large banners?
As a mission doer, it will depend on routing and how adventurous I'm feeling. I would rather do a 36 mission banner that is well-routed than a 12 mission banner that is terribly routed. The largest banner I've done was 60 missions with absolutely terrible routing. But I like doing banners of all sizes. Some days it is nice to just do an easy 6, and other times I'm ready to take on a big one. Maybe one of these days I'll do one of those crazy ones with hundreds of missions.
With all things being equal, I'd say 18 is the best. In my experience, it tends to work better slicing a landscape image into 18 than slicing it into 6 or 12. And more times than not, they're usually manageable to do in one outing.
Three rows gives a 3 x 6 image, which is roughly landscape. 16:9 is a 1.77 aspect ratio, and 4 x 6 is 1.5, 3 x 6 is 2. So 3x6 is (slightly) closer to what most people think of as landscape image.
most of the missions that will be taken are historical missions / missions with a timeframe, allowing those who visit to easily complete the mission, and I find it very practical and saves time if 6 missions can be completed. Now is the time for coffee and chatting with friends. ☕
maybe the 6 missions can be connected with 6 other missions that are related to the mission design. In my opinion, I didn't choose an event in the game, just looking from my point of view for the efficiency and fun of the mission that we will take.

1) gives a good flavor of a location - shows me a neighborhood or feature that I might not have noticed otherwise
2) fairly compact & reasonable flow - don't make me walk half a km out of the way just to get one portal
3) minimal repetition of waypoints - I am a fan of overlapping the start & end of each mission using passphrases (I think this makes is very easy to locate the next mission), and I have no problem repeating portals if a natural flow of a mission crosses back over itself, but I do not want to do multiple laps of a single park, or worse yet a "speed set" where you simply use the same portals over and over again on each mission
4) image related to the place it is - I do sometimes enjoy doing a seasonal/thematic mission that has nothing to do with the location the missions are, but my favorite missions are the ones that remind me where I was and what I was doing and what I discovered just by looking at them

Oh yeah. When I say overlapping with passphrase I specifically mean stuff like “what mission # are you on?” or maybe a multiple choice question. Even questions that should be easy to answer that are free entry have so many issues with variations that they can be super frustrating.
Really, you should be able to declare "This will be the next mission" in the creator, and then when the mission completes, it can say "Would you like to see the next mission" and have it open that mission instead of the mission list.

It depends, but i prefer 6, 12, 18, and 24. The smaller ones are easier to complete in a few hours, but i can (and have) spent all day doing some of the larger ones.

Optimal time for doing mission and visually acceptable
The banner looks readable at 3 lines.
And provides a decent outing for a walk, assuming that the mission series is designed for walking.
I have created a couple which are designed to be done on a local bus that drives around in a loop in the city, kinda 50/50 of those keen to do them.

As of right now I have 3785 missions completed.
There's no perfect banner size. It depends on the image and distance and routing.
There are some 1x6 that are just perfect and some that I won't ever touch in my life.
There are some 25x6 that I will gladly walk 12 hours straight, and some that might as well be on top of Mountain Everest.

I love missions as travel markers but banners are just not my thing.
There is no option to choose "all of the above" haha joke.
I enjoy making all the banners, whether they are 1, 2, 3, 4 or more rows, it all depends on how I organize myself over time to make them 🤗
Tbh the amount of rows doesnt matter.
In dense populated portals region, it is easy to have more rows and little distance.
Low populated offers more distance.
So i always check the time i have and the distance in total of a banner.
Now that i have onyx spec Ops i prefer 6piece banners.

not enough banners sadly done more or less all around my town..i play on foot only.
It's not the size it's how you use it...
To me what makes a mission series great are:
1) gives a good flavor of a location - shows me a neighborhood or feature that I might not have noticed otherwise

3 lines is ideal for me. but I don't refuse long banners if the image was very interesting.
