Why not report them instead? Even though it's a slow system, if you think someone is cheating and you have evidence to back it up, reporting it will get you further than comm.
Without knowing the specifics of your situation, I do know of agents who have received comm bans for questioning cheating in comm. Niantic doesn't want this to be litigated in comm.
Also consider that anyone can go in comm and spew accusations regardless of accuracy, and someone complaining about cheating in comm is not actual evidence of cheating. Like anyone can go in comm and say "oooooh I saw you dropping caps to yourself" but what does that actually prove?
The tldr version is: if you call out cheating in comm, all you're accomplishing is public shaming. If you think public shaming in all comm is a good way to handle cheating, we might just not see eye to eye on this.
We had a situation where there were illegal activities taking place while certain ENL agents were engaged in the act of playing ingress. I had pointed it out in comms, but was quickly silenced as niantic does not want to be liable for the ruthless actions of these agents.
Instead, I was encouraged to make a police report and follow proper procedures. After everything was sorted I sent niantic an email and they were fantastic to deal with. I am happy to know that this case is progressing and charges are imminent

Just question someone's playing ethics on comms and as if by magic your comms privileges will be revoked.
