[bug] Wayspot scans do not upload in the background

Issue:
Uploading scans, this is an ongoing issue for months. 100% repeatable
When you have a lot of scans, eg below.
The ideal thing to do is once on a Wi-Fi network.
Upload-All
Then switch to another app, say YouTube, or just browse the web on your mobile.
Ingress pauses the uploading.
Switch back to Ingress, it continues uploading scans.
Bizarre.
Ridiculous that we can't use our mobiles for other things whilst the large number of scans are uploaded in the background.

This is not a bug, but simply not implemented behavior that Ingress continues uploading in the background. Why Niantic decided not to add background to uploading till now, it's anyone's best guess.
