Allows players to get their Matryoshka fix once a month while not taking the controversial step of implementing it permanently.

It's an event that encourages players to partake in one aspect of the game, specifically missions.
The focus shouldn't be on missions. You can provide a variety of goals for any kind of exploration.
If anything, this is a way to focus more attention on the missions and see if players a really do care about the shortcomings.
This makes no sense as they have not touched missions since 2014. They had plenty of time to mess with this code and for some reason they did not. They went as far as telling agents to use the redacted scanner to progress through missions and get Mission Day credit during an anomaly series.
They used to also fast track banners related to First Saturday when they were physical. I don't have high hopes for focusing Second Saturday on missions until whenever NIA thinks experimentation for other categories should start.
