Portal nominations in no cell service areas???

Ingress is a mobile game, and needs cell service to play. How to capture those portals in no cell service areas? Do we need a satellite phone? They'll be a huge benefit for spoofers, won't they?

...or just a benefit for those with satellite phones. People play how they want, some are into the gear & hard to capture.
Ingress is about exploration, this players have gone to the furthest reaches of the world to find places of interest.
BAFs require places where there is less foot traffic, in order for such a field to stay alive to make check point, and/or beers. Nominations should be possible over a BGAN, however the app may not allow the nomination to go through until in a strong 4G area.
This is a known issue to be resolved, as these far off places are an important facet of the game

There are also portals in what would be "no cell service" areas for me, but I know of people who have captured them. They were captured by someone connecting to a friend's WiFi network. You can't really design a simple rule to say whether or not anyone might have legitimate access
Just because you couldn't access, doesn't mean others cannot. And if they did, does not necessarily means they're "spoofers". You can call them hardcore or maybe sometimes even extreme, but ....
