25km away fom portal...??
Additionally, we’ve increased the range for Portal Nominations to 25km. This should allow you greater access to interesting places or other points of interest, even if there’s poor or no cell service.
I can't believe that NIANTIC welcomes cheaters....yes I am also excited.

25 kilometers seems reasonable. I do a fair amount of hiking and this would let me submit or resubmit portals without having to go back to the subject multiple times. People still won't be able to sell their subs on eBay.
I would rather a Store and submit later please @NIA_casey. Some sort of caching?
25kms from portal may work for most of America and most of Europe but just isn't enough for Australia. I have portals I submitted using redacted caching ability that are over 60kms from the nearest cell phone reception area. There's huge swathes of Australia not mobile covered (satellite phone are great but I don't want to spend upwards of $100 to submit 1 portal). Please consider this 🙂
Simple question. How do we capture portals where no signals without satellite phone ?
Really? In redacted you can sub portal from another country, but if prime does it 25k, everyone flips? huh.....
@above you don't have to capture every portal. Just leave some for historic reason or something... or maybe you could capture them in future. #SpaceX ;)
I don't know how to submit portal nomination from far from current location where I am with redacted scanner. Would you please tell ne how to do ?
AFAIK, I can submit portal nominaion from scanner map from which area is limited to current location even with redacted.
@AlAndRacCoLtd you never tried to edit the location after taking the photo? Just click the minimap and you will be able to fine in the location more precisely (or take a trip over the world).
I see, thanks for answering my OT question. I've never tried to do such wild location edit traveling over the wide area.
It's technically possible to submit portal nominee not right in front of AG but also this will make cheaters happy. That's why NIANTIC limits distance from portal nominee in prime scanner.

Guys, as read through all your comments and investigate more by myself, I finally got idea that remote portal submission is a reasonable function. Being not defined presence of data communication for the portal nominee in guideline. And we can submit portal nominee as long as we have quality picture for that and not so far away from the place.
But one thing we have to consider is distance from portal nominee which set to 25 kilometers. This is not proper for some regions.
Spoofers and cheaters will always find a way to game the system. BTW, if you are spoofing your location, event if you had a 500m limit radius you could still do whatever you wanted.
The main thing here is improve the experience for people who actually care about increasing the portal network.
Analyse this case:
- Town X has 11 portals that I believe are valid candidates and town Y has 7 portals.
- Town X is 10 miles from my hometown and town Y is 15 miles from my hometown.
So when I travel to these locations to submit portals, I could submit all 11 from X and 3 from Y. This forces me to return to Y 14 days later . The worst is that probably town Y (where I will be headed after that) is in the opposite direction of town Z that has 20 portals candidates to submit. You get the idea.
Another classic case is this:
When I am on the 14 day break period, I visit a small historical village that I probably won't return to so soon and it's hundreds of miles from home. Why can't I keep pictures from this place to submit later? Will I have to go there again and spend money on gas, just to help expand the portal network?
I will also have to spend some mobile data while submitting portals on site, when I could be at home on my wifi.
Cellular coverage changes over time, often for the better. Also, many players use boosters to get distant portals. And finally, you can capture and hack on a weak signal, but need a stronger signal to submit. So how are you going to cover areas where you can play, but not be able to submit do to throughput timeouts?
Another note,
from my experience in rating OPR submissions, the problematic ones I encounter most are the fake couch portals which get submitted couple of meters from the submitter's location, but using fake/third-party photos sometimes paired with faked photospheres.
Limiting submission distance doesn't help here in any way.
I saw a series of fake 70 portals. The local voluntary team is making efforts to remove these portals in Germany.
