[2.88.1] "What is a Portal?" tutorial before every portal submission

The first time you submit a portal after installing Ingress, the scanner guides you through the submission process by explaining what a good portal is, what to look out for etc. In the past, after you submitted your first portal, this guide is hidden for all further submissions and will only return once you reinstall the app.

With the newest update however, this guide appears during every submission, even if you have already made a submission before, and isn't hidden no matter how many portal submissions are submitted.

I got the tutorial, but I no longer have a pinned location to confirm. I backed out to edit, and the pin is correct on that screen. I just submitted it like this and hoped for the best.
