Back in March it was USA shipping only pretty much. Niantic operates in an extremely US centrist way when most of the player base is external to the US.
Again, blame Niantic for not enabling players globally to take part.
What the argument boils down to is this: "We are neither willing to play fair nor to pay the shipping fee charged by Niantic's business partner, and therefore will cheat them and other players. We will also make loud noises on the forum and attempt to shift the blame."
A breach or violation of any of the Terms will result in an immediate termination of your Services.

Not sure why Niantic can't do it similar to most other swag orders I've done in the past from agents or groups of agents.

Wait, til they have accumulated the amount of order they need, then they send it off to whomever is actually creating the item. They get the items back, repackage the items and ship to the agents.
Agents are happy with their items, showing it off to all their pals and trading extras for other items.

I agree with blaming Niantic for the shipping limitations but that's not what this open letter is about.

I wouldn't say outrageous behavior as I believe they have good intentions. I just think there was miscommunication as well here.
