Not a bug, at the moment, it is disabled until the latest update reaches everyone:
Update: After speaking to the team, we need to have all Agents on Ingress 2.86 before we can enable this feature and we're targeting before end of day Monday, 13 December PST (with the disclaimer that things could change). I'll post again here when the feature is enabled.
