Apparently this is now baked into the latest release.
The map still appears to be distance locked, thankfully.
This will likely appease those people fond of using fake camera, potentially increase the number of dubious submissions by nefarious types, but just maybe, maybe, aid with local resubmissions (though its those once in a life time trips you would want to resubmit in most use cases...)

The people who wanted this option to cheat were already doing it using a fake camera app.
Now it's an option for those who want to use the power for good and not feel like they are cheating.
Recently we discussed about the fake camera apps in our local community, and we convinced new players to not use them. I dont understand why Niantic has added this option.
This has been the original implementation of portal submissions when Seer was streamlined into the app. You would share the photo you took from your gallery and pick "NIA Super Ops"
Example below:
The pin would default to the location of the pic. When OPR returned, the share feature was disabled and hence why having to manually place the pin.
Now we have the original functionality with the limitation on the distance to place the pin. The best of both worlds since it allows to collect thoughts on the Nominations.
Well, they still can't move the portals by more than 2 kilometer
