A portal which is strangely behaving

I recently found a portal, which might be Gone-live around when Niantic Lightship integration implemented, strangely behaving;

1)Not appeared in IntelMap, but appeared in Scanner(The portal should be at center of below pic, at the edge of link)

The portal location copied by scanner : 34.760022, 135.492174

2)Not being accepted any portal scan upload neither of upload now/later.

I saw several similar (or same) reports on twitter. The latest comments of below post in Japanese Community is also reporting the similar situation.
