To give some input on the bug: Niantic is currently reviewing some nominations without letting the community see them. In this case, many strange rejections have occurred. Also, the reason for the rejection could be that there is a visible license plate in the photo (Can't confirm whether this is true, but there are a lot of cars there) which got spotted. Maybe, check the rejection mail (if you received one).
