[Feature Request] Allow owners/admins to set and pin group/event rules

Something we do in most of our telegram groups is to set out group rules and pin them so that every agent that joins will see it and can easily be referred back to.

I would go as far as having "Group Rules" as an actual group setting, that joining agents get presented with and would need to click "I agree" to before being given access to the group. If they don't agree, they don't get access to that group.

Same for any Events that are created.

    I would like to be able to create read-only chats within the group, in which to post information that will be in quick access.

    And I would like to have a search.

    Yep, I was setting up chats and I had the same thought, it would be great to be able to pin messages and even possibly create read only chats/information boards 👌🏻
