There was a sense of incongruity that the distance traveled by the drone was actually not constant, and the distance traveled from one portal was twice as long as the distance traveled from another portal.

The drone is able to travel to any portal within any level 16 s2 cells of a 500m radius from the portal. Unfortunately, this means that you can't always hop back to portals as the cells that appear may differ when looking back.

As said above, there is no mistery, is based on cells and if you want to move efficiently your drone, you need to plan and use intel correctly.
You can see the reachable portals with the IITC plugin Drone Travel Path Planner.
It is well known that there are pairs of portals where you can jump from A to B, but not the reverse direction from B to A. This is due to the use of S2 cells rather than fixed distances.
There are 2 IITC plug-ins I know of that show possible jumps. Drone Travel Path Planner (as mentioned by saarstahl) or IITC-Drone-Helper - both of these can be found on Github. I have found a number of portals where Drone Travel Path Planner shows portals as visible when they are not - IITC-Drone-Planner seems to be more accurate.
