Quantum Capsule rarity.
How actually rare are Quantum Capsules? According to the wiki they are the rarest item to get from a hack currently in the game, more so than flipcards???
If you have such a capsule, and tips on how to utilize it most effectively? Like I'm low on Ultra Strikes, figured if I had one, I'd dump some Strikes in there to duplicate. How many should I drop in?

These are not rare, at all. From hacks, maybe, but there are a bunch of codes out there from the past year to make them quite common.
that being said, with ultra strikes specifically, I’d run at 97 or 98. That should get you 1-2 per day. Though, some days, maybe 0. That’s RNG…
Mine replicate sometime overnight. I don’t know if it’s exactly 24 hours, but I check in the morning and I usually have something in them.

The chances of duplicating a very common item is around 1% (observed, never confirmed by Niantic). The chances of duplicating common and rare items are lower than that.
Drop rates get tweaked occasionally by Niantic, and AFAIK it's never announced. There was once when Niantic turned off drops for quantum capsules altogether - I think this was right before the MUFG sponsorship ended and they were renamed to quantum capsules.
We used to get quantum capsules during First Saturday in the master passcodes, but some people were upset about there being so many quantum capsules around, complained very loudly, and now there are no quantum capsules for First Saturday.
They're quite rare, but you also need to lock 90 slots in your inventory to use one even remotely effectively, so you really don't need all that many of them.
Hence why I've been seeing Reddit posts of people doing the same thing, having 90+ items of the desired item in a QC to basically have that 1% be 90%+ chance. Makes sense and thanks for the background on it!
I run my Quantums at 90 very common items. Everyone in my area has a surplus of Quantums so there's no upside to stuffing them to the brim. Keeping them lower means that I don't have to obsessively check them daily or lose out on duplications if I forget to skim the interest. While the interest rate for very common items is around 1% per day the variance on that is naturally high-- today one of my capsules of 90 duped five items, while several others duped none. Filling them past 95 seems like a bad idea to me simply because of this variance. Remember that you also need to have overhead in your inventory-- if you're at cap your capsules won't dupe.
Other than not overfilling them there is no magic to the number of items in an individual capsule-- the only thing that matters is the total number of items in capsules. Two capsules of 45 items each will produce the exact same results as one capsule of 90 items or three capsules of 30 items... assuming the items are all of the same type, e.g. US8. It doesn't matter if you put all of the same type of items together or if you mix and match them across multiple capsules.
(Well, technically there's a 1 in (number with a lot of zeros) chance that you'll lose out on a dupe if you have capsules of 90. I think I did the math on that once and concluded that it's probably never happened in the history of Ingress.)
We know ADA/Jarvis drop rates are .1%. I can confidently say quantums are less than that.
