[2.73.1] Original Kinetic Capsule Programs still at 6000 XM?

I don't know if this is intended, as technically it was never announced, but: The original four Kinetic Capsule Program still require 6000 XM to run, in comparison to 4000 XM for the Hypercube program. Niantic announced that Agents L4 and L5 would now be able to use the Kinetic Capsule, but as of right now, a L4 agent can only start the Hypercube program due to their XM tank being to small for the other ones (as the scanner can't reach 0 XM except for portal attacks, that means that the original four technically need a tank of at least 6001 XM).
