As cool as that might sound, the problem is that when you have hundreds of keys in active inventory, Ingress checks ALL of your keys to see if anything can be linked. Your game would slow down to a crawl.
Linking should never be possible, all those options that will have to be evaluated on the server for linkability... also putting keys in capsules is the best way to prevent bad links.
Recharging... maybe if the keys are in regular capsules (or Quantum) but it should never be possible from Key Lockers. They are intended for storing keys that are not needed for a while. If you can take actions on those keys while they are in a locker, you might as well remove the lockers and just add 500 extra inventory space.
