You still don’t get it, do you? Upgrading graphics for specific devices would be hard on it’s own, having to figure out what device is which and adjust accordingly. Unlike what you think, IT. IS. NOT. EASY.
Niantic will upgrade the graphics when they think it is viable and when all devices supported can handle it. Personally, I’d much rather have the “poorer” graphics and receive a boost instead to speed, stability, and battery usage. Increasing the graphics processing and detail could EASILY put a strain on battery life, stability, and speed.
The graphics are fine for the time being. They may not be perfect, they may not be as “crisp” as you wish, but for right now, THEY ARE FINE. If you have such a problem with the graphics there are, as you have so eloquently put it, “Lots Of apps with 3D use anti-aliasing”

It will also depend entirely on Unity3d 2019 LTS to fix issues that new devices encounter.
We are all eager for how Exynos 2200 will fare.
Heck, the Exynos 2200 has not even been released yet. Let alone actual real world benchmarks.
Including how demanding it will be on the battery.
Too many questions, for a product that isn't even released.
