The mission can't be started from the portal details (because it has been removed), but the mission still shows up in the mission menu that shows all nearby missions and can be started from there, skipping the first portal. This works up until only one portal is left in the mission, with all others removed. If ALL portals of a mission have been removed, starting the mission will throw you an error and take it offline for everyone.

If a mission had the first portal removed, the mission will default to be what would be the second portal in that mission to become the first.
IngressMozaik Didn't always get updated. Here's hoping that the guys working on BannerGress will have found a way to resolve this issue.
Ultimately it is up to the mission creator to manually edit their mission(s) which had been affected by wayspot deletions.
Ideally, there should be an automated email to those mission creators, to alert them that their mission has had a wayspot removed, and that it is recommended to review said mission. And edit if required.
