They will when they want to. When a company becomes financially successful, Unity starts charging them. If (I’m guessing) they’re charged separately for each project, and Ingress not being the cash cow, they probably don’t want to spend more than absolutely needed. Also, if the features and other things being developed don’t need Unity 2021, WHY BREAK THINGS TRYING TO UPDATE TO IT. Maybe one day Unity 2021 will be used, for now BE HAPPY WE HAVE INGRESS TO PLAY AT ALL.

Let's keep in mind that a long-term supported version of Unity 2021 doesn't currently exist. The latest LTS version of Unity is 2020.3, which came out in March. There is a Unity 2021, but it's not part of the Long Term Support branch and thus likely not a good platform for stable release. Ingress is not running on Unity 2021 for the same reason my phone is not running on Android 12.
Alright I’ll bite. Answer me, why? Why is this so dang important to you? Have you done research about it? Do you know something the rest of us don’t? Just because it’s the newest, flashiest thing doesn’t mean it’s always better. Not to mention, in case you didn’t read above posts, it is not in Long Term Support. This means it is still in limited support, possibly still in limited development.
If you think the latest version is always preferrable then go ask every bank why they are not running Arch or any rolling release distribution on their trading servers. Upgrading often implies changing often, changing often implies increasing risk of things to break. That's why we have LTS. That's why people focusing on stability and reliability accept to have pieces of software a bit old, because old means tested and reliable.
Focusing on less battery drain is pointless when you're playing a GPS specific game. Regardless, the engine is under the hood and any improvements would also depend entirely on the coding. As someone already better, the focus is more on stability.
Also, I don't think anyone except those in the gaming development field would even be aware of which Unity engine was used in Prime. It's just Brian happened to mentioned this in the previous update notes.

Drain less battery handel graphics better and faster apps on phone. Less bugs. Works better.

Hmm, you´d think there are a couple of other emergencies that need focus instead of moving to an experimental branch of Unity.
The main thing to note is the LTS, this is where that platform will continue to receive bug fixes over a few years.
And it isn't unusual, for the LTS to run for over 5 years.
Legacy code can be a pain to up-rev.

Because the 2019 version, has both Long Term Support (bug fixes) and has been thoroughly tested against the LightShip Platform.
And because you generally don't want to upgrade the toolset too often, as it can break things.
