When you guys are out scanning portals for scout controller and one has obviously been moved or

Or removed, do you ignore it or create a null scan for controller to prove it doesn't exist and then report it as invalid?

It is recommended to scan the wayspot of the area where the wayspot used to be.

Sometimes even a mural might be painted over, so I have scanned the wayspot as though it was there, and try to get some of the general area as well

I definitely don't speak on behalf of Niantic, but based on what we know, my assumption is that while a scan of the PoI itself is ideal, a scan of the general area is better than no scan at all. It seems scanning is partially to map portals themselves, but also to collect data for building meshes in all sorts of environments. Any good faith effort to scan the PoI and/or the environment around the PoI helps.

Edit: I like to use this demo video from 6D.ai, which Niantic acquired last year, as an idea of what is being done with scans. I am sure the AR team has made significant changes since, but the method they mention in the Lightship announcement (making many tiny triangles to map out 3D space) seems to suggest the broad concept is roughly the same.
