[Unexpected] Why is the Drone Speed-Locked?

While travelling home along a local highway, I attempted to move my drone. Weirdly, the drone was speed locked.
I get why actions like deploying, or even recharging are speed locked. Being able to sweep up all the highway XM and recharge as you go, or toss deploys at random passing portals isn't the best for gameplay.
But a drone is independent of your location. Your location literally has no involvement in it's specific location, after it's deployed.
Why is the drone speed locked, because I am?

Was also wondering last January what the Scanner location or lack of it has to do with Drone location:
The speed limit is enforced across the game for player safety. We don't have a way on Ingress to state that you're a passenger/not driving while playing.
I certainly hope and expect Ingress to remain not having such a popup. It is distracting and annoying, even as a passenger.
The toast notification is good enough to show if you are speed locked
