[2.70]Japanese **** input

When I input Japanese, I use **** input.  However, from around 2.69, I couldn't use the bottom row of **** input, and I couldn't input accurate Japanese.  With this, you cannot communicate in Japanese.  The place where Japanese **** input does not work is the red square. It was done before, so please fix it as soon as possible.
