Not even about a set amount of km... You could scale it based on portal density... If it's a city, why not only make max distance 2-3 city blocks or the closest XX portals in each direction? Could also make it so bigger and bigger BAFs covering it reduce link distance further. Would make link amps have a use for those longer links you want to make under a field, but at a cost of rare item(s).
Honestly, I kinda wish they'd make this a permanent change, but with one simple set of limits.
If building under a field controlled by your team, nothing changes. You'll be able to play exactly as if there were no field above you.
If building under an enemy field, link range is reduced by half, and outbound links are limited to half the normal limit as well.
That'd make covering enemy agents with fields still be a significant hindrance to them, while also not messing with your own team too much. Plus, it'd be simple enough to explain to newer players.

Or you know, they can look at the max distance indicator on the portal they're standing at. Which is right in the scanner.

Also, introducing faction into the ecuation would get things even worse than they are now...
It's simpler than scaling reduction based on portal density. Half the distance, half the outbound links - not sure how that's complicated.
That is not simple either. Would be simple to just reduce link distance within the field with no more conditions.
About yours, how do you intend the faction of the field to be calculated? Because in case both factons have a field active...
