You restarted your phone already? Maybe you cancelled the subscription so it didn't auto renew of you are out of money (costs have changed a while ago)
From what I’ve also seen it’s been mostly people on Apple devices (if this is not your case my bad). And from what I’ve known Apple to do they sometimes bundle your purchases for a week/two weeks and then charge the card on file. For example, I bought something for another game a week or so before my CORE was supposed to be renewed. Renewal came and went, had all the benefits still and renewal appeared to go through in App Store and in-app, but no Loadout kit. Six days and two Help Tickets later I got billed for both CORE and the other game, received my statement in the typical email from Apple, and my loadout kit was pushed. Not sure if this is something on Apple’s end but possible?
Subscriptions through Apple's App Store have been a thing for many years, now, as has the "bundled" billing practice, if I recall correctly. There must be some standard way for companies (e.g., Niantic) to interact with Apple that yields reasonable outcomes for end users (e.g., Agents)?

Hi, I have a similar issue. I renewed the subscription, it is active and I have 2500 Item limit but I did not receive the item pack.
Have you tried the new Refresh button that’s in the Settings in-app?
Settings, scroll all the way to the bottom, should be a button for Manage and also one for Refresh.
No version solves the problem)

I wonder if making sure you have "credit" on your iTunes account could help curtail any of these issues...
