Sometimes this can happen if you have weak cell/internet service. Are you in a place with strong Cellular service? If you’re using WiFi did you try without using it, or vice versa? Did you try leaving the the map open for a minute, or refreshing by tapping a portal and then closing the menu?
It may be that the GPS signal is not working well ... this can happen if you are in a closed place, like a shopping mall, the GPS tends to have unusual behavior, but even so, what @RushdieRR mentioned should be of help...
Thank you guys for your comments. This is a park in the center of Seoul, and I don't have any problems with other apps (google maps, pokemon go, etc.). I play here every day, but since Tue I experience this problem only with Ingress:(

Could you try clearing the cache and try again? it usually happens through this, in case it persists, comment it please.
I tried clear cache and even delete and reinstall the app, and it doesn't help at all.

I've been there, at least it can be resolved by first making sure Google Map has loaded the map perfectly, then open the Scaner
