Agent profiles and badges are exactly at the point where they should be. It’s the diversity that makes us so special and in love of this game. Do not force any change in it.
1) change the text to white. It literally takes less than 2 minutes to do. And allows for easier readibility.
2). Enable a feature to move badges and mission medals around the way you want them.
This was half implemented in the classic Ingress, where you could swap 2 badges or medals around. It never got to the state where you could do the badge or medal swap. Likely due to Niantic not wanting players to show obscene words. Still, I would like this implemented in Prime fully.
Would love to see a rework of our main profile page. And yes I would like to see badges that are unobtainable retired.
My thoughts have the top lines be your anomoly participation badges, like they are now. I would love to see the dates in them.
Below that in a separate section I would like the yearly badges placed. Would also be nice if there was a way to indicate on those whether you have Recursed and returned to 16 in that year. Might give people a goal to recurse yearly and dobit again.
Next the stats badges. Remove the retired ones to their own section. And again add dates to when last tier was accomplished.
Then character and special badges. I think these ones are the ones that we should be able to move around to arrange as we see fit. And hide ones that are not relivant.
Then the final section for retired badges.
On a personal note for Seer they should rename it Wayfarer and count all submitted points of interest no matter what game its from. That achievement should be able to be seen from any game too.
As far as the asthetics go I've never really had a problem with how they look, never noticed that Persepolis was smaller so thanks for pointing it out and now I can't unsee it... Lol
The Mission Day logo has always been for their events. You also have to remember that the Mission Day badges weren't originally tiered. In reality, you then had the "original logo" of the Mission Day events treated as the bronze tier badge. I think that's why they changed the design of the badge later on. At least, this is where I'm trying to understand why it was changed.
Niantic also has a general design for XM anomalies.
Another new set of lovely badges have entered the store, but I won't buy them as long as they are diluting my earned badges. A grouping by anomaly, earned, and bought would be a simple solution which would bring me around to buying badges.
Now that these festive medals are coming to the store every month, it would surely be nice to fix the cluttered mess that our agent profiles have become or are turning into. I think the following order would make sense for fixing profiles so the "core" badges wouldn't get too diluted:

Yeah, some grouping of the badges have been needed. NIA already has the anomalies grouped as they originally went on your profile when it was added.
The position of the badge should not be separated from the default position the badge is in, even though it has changed from bronze to silver and so on.
We hope that the unique badge doesn't come out of its default position in the agent profile, because at this time we will get a lot of badges like this, so they don't get messy with the order.

"If" is a very important word. Niantic have not said that arranging badges will be possible. I'll wait for the announcement before spending money, simple as that.
I like the set of groups you made, but I would prefer regular gameplay badges to come above event gameplay badges.
Also, where do tiered special badges like OCF go? With regular gameplay badges? I almost think that OCF, NL-1331, Mission Day, etc should be another group since they are not available to all players at all times.
I imagine events would be similar to how Niantic is grouping the events.
My opinion is the November Lima badge should have never been tiered or that having the previous badges went into the tiering because there's so many different versions of it. 2015, 2016, e 2016, e 2017, NL Prime (2017-2019), a 2016, a 2017, and then V. I don't think that's all of them but...seriously

I'd just request more grouping, like the anomaly badges:
-Anomaly badges (old NL-1331 should fit here aswell).
-Event gameplay badges.
-Regular gameplay badges (including retired).
-Character badges.
-Seasonal store badges.
