[2.63.2] Scout Controller doesn't replace Recursion flair with C.O.R.E flair

Although this agent has subscribed, the little flair in the portal details didn't change. Seeing as it changes everywhere else, I assume that's a bug.

    The portal info screen shows the recursed badge next to the scout controller's agent name but doesn't display the C.O.R.E. member badge. See attached screenshot.
