The Ingress playerbase is tiny compared to Pokemon Go, nominations by Agents are a drop in the ocean comparatively. Reviewing will help, but do you know how much effort it takes needing to upgrade every single nomination you make just for it to go through? I've done 27k reviews and have 200+ upgrades, it's an incredibly long and painful process. Nominations sit in voting for over a year and nothing happens for months. A couple of extra reviewers won't help clear the queue and it certainly won't be an effective way for people to achieve Onyx Seer.
I assure you that you will become demoralised very quickly if you need to upgrade everything, especially after acknowledging the effort involved and the amount of trash you have to go through.
Out of curiousity, how much have you reviewed in the past week? Past month? Past year even? From your comments it sounds like you don't review at all, or live in a very lucky area where you don't get Pokemon Go nominations (or trash Ingress nominations).
Of course I would want to see if my portals get approved because it's seeing if your work pays off in the end - it can be a dopamine fix.
I'm with @oscarc1 on submitting nominations, when I learn about the environment around me - I want to share that knowledge to other people. The guidelines might have changed to allow flexibility but I think being able to enjoy an area, submitting points of interest, and seeing people build on from what you provided is rewarding in its own way.
Worrying about abuse is something that is on Niantic regardless of the game.
