Unable to switch teams at level 4

I was helping out a friend level up so he could change factions upon hitting level 4. He leveled up to 4 by destroying a bunch of fields. The faction change dialogue started but was interrupted by an error message stating "Level too high to faction change". Dialogue then disappeared. Now we're both sad :/ Shame too because he enjoyed discovering the game.
Device : iPhone SE 2020, latest version of app and OS.
