Saving a bug report as a draft and then posting it results in the wrong discussion template

I saved this bug report as a draft, then finished it later and posted it, at which point it came up as a regular discussion instead of a bug report. It lacks the status and voting features of the other bug reports in this section of the forum. I am attempting to reproduce the issue with this bug report as well.
