Missing-location lockout should not prevent viewport movement

*Description of the issue*

"Scanner disabled. Location inaccurate," modals should not prevent one from zooming and rotating the map. I know what zoom level I want even if my position is still settling, and I should be able to use that settling time to set it.

This may be controversial, but inaccurate location also shouldn't prevent drone moving and hacking (provided the drone is already on a remote portal), since there it's the drone's location that counts - my location is irrelevant.
