I think there needs to be a follow on process from the portal move process, whether done via OPR or Niantic. Portals that form parts of missions are selected for their location. If those portals move it can have significant implications for the missions they form part of.
I think that any portal move to a portal that is part of a mission should trigger an email to the mission banner author, and any portal move of more than a specified length, (say 250m or even better a 5/10 minute walk according to google [to account for the marina effect - see later]) should trigger a modification of the banner. Either a removal of that portal from the banner or conversion to a waypoint or some other clever solution.
Recently in the windy city that shall not be named there was a lovely banner I wanted to do where a portal had moved a couple of hundred meters, but resulted in a 1 mile detour around a marina, (then back). I spotted early and notified the mission author who amended it. Another mission also used the moved portal and people were part way through before they discovered a couple of mile detour to walk around the marina and back for 1 portal.

Sounds like a good idea to notify the mission creators that a portal in one of their missions have been moved. The portal should then no longer be included in the mission until the creator has verified that its OK or change the mission accordingly.
