Kinetic Capsule throws Not Enough XM error even with Hypercube deployed

I finished a program on my KCap after Recursion and tried to start a new one when I got to L4 and an XM Tank of 6k. Had all the ingredients and the XM - the Run button was enabled, but it threw the Need More XM error when I ran the program. No problem, popped a Hypercube and tried again - same result 😟
Is there a level threshold that Recursed agents have to be aware of for the use of the KCap?

Update: KCap working as expected once I hit L5
