The agents that were banned are members of two separate families living in Karlsruhe. I have personally seen the mentioned members of the family and I have seen all of them actively play using the scanner app. So, all of those people exist and all of those people have been seen playing. I have not seen any occurrence of one of the people using someone else's account.
It's clear that a family where only one or two members are very active players and the other members of the family only play seldomly or passively to support their more active friends is hard to distinguish from a player using a backpack account just looking at behavior and statistics.
But I am very certain that in this case, everyone played according to the rules.

This is incorrect. His appeal had not been finalised at the time when it was posted here. The forum post had nothing to do with his ban being overturned. If Niantic "just banned people because a bunch of players report them", then we would have a real problem. It doesn't work that way.
@Azhreia and still it feels like an arbitrary, random process. Look at the forums. There are two types of posts: Nia banned wrongfully or Nia does not ban the most obvious spoofers. So the process is flawed, but no process that is kept secret like this can ever be improved.
I fully agree that Niantic needs to be more transparent wrt their disciplinary processes. Communication is still a big problem.
The problem with withholding the actual reason for the ban means that those that truly are innocent have very little in the way of providing information on the ban appeal to contest the ban, and those that are guilty get to hide behind that and state "I was unjustly banned, I never did anything wrong".
Sad thing that he really got unbanned. He was obvious cheating and threatening other players. But look at all the players who want him unbanned: They do the same stuff, got there multiaccounts and think there where treated unfair because green Agents attack them. Reporting this is alright?!

Standing all together and reporting people attacking their neighborhood, people who are playing totally normal. And then stand up for their cheating fellow agents and say: They are legit, I trust them blablabla... although they know what they do...
And as a result, they get what they want and the cheaters got unbanned?! ****, seriously?!
just for you, my dear @Agent538052neu, I went through my e-mails since 2014 and checked. While I don't recall colors of the reported accounts in all cases, I count 5 to 3 in green vs. blue accounts that were reported. Obviously, we all fail at recognizing slightly unfair behaviour in our own ranks, but I guess the numbers talk for themselves. Neither do I "report people attacking our neighborhood who are playing totally normal", nor am I ignoring cheaters of my own faction. Check your facts before you open your mouth.

I mean, yeah, one would not have people who are using fake accounts, who are spoofing or who are sharing their accounts with others in your community. That has always been a no-go (at least for our community) and these people have always been asked to cease or leave.
Even with known people of the other faction community, you would try to reach out to their community. There's a fairplay-chat here (sadly all green players in there define themselves as either not part of the community anymore or not playing anymore) that has been used for this, there are also private channels that we used to identify or clarify unfair behaviour. I think at least half of my reports were based on consent with enlightened players. I guess thats pretty much doing "my work", what do you think @GoblinGranate?
