How would them detect cheater's phone? By imei - it can be spoofed on mtk-devices(maybe others,not sure) even if it not legal at all but i think those who is cheatkng don't care...and is it good to provide phone imei or maybe even number to corporation in other country? By device id - it can be spoofed too. By ip adress? There are a lot of known users with dynamic ip.So also with photo - can't be trustworth enough,it's not so hard to find few humans(family,friends,even just outdoors) to ask them about few photo.
