The lack of an in-app passcode redeem section in iOS seems to be due to Apple's guidelines (I'm sure someone can explain it better than I can). The Tessellation was originally done via portal hacks and live drops, but COVID-19 has forced Niantic into the event's current state, so it's not like this is how it was planned or anything.
No, but surely the Tethered Hand can do better than providing hundreds of immediately-expiring passcodes. If you're trying it more than 5 seconds after the passcodes were posted, how on Earth are you meant to find a valid one among all the fully-redeemed ones? I'm not understanding why it can't be a few passcodes with many redemptions instead of many passcodes with a few (or only one?) redemptions.
What you’re suggesting is where this first started. It did not end well…. I believe that one, or a few, passcodes with many redemptions has the same problem as the anniversary and New Year’s passcodes: The poor hamsters fall over, and only a lucky few end up being able to redeem anything in the immediate hours after the passcode comes out.
How is their server infrastructure so broken that 500 people trying to redeem one code at once brings it to its knees, but 500 people trying ten or more single-redemption codes each does not?

only intel, or the unoficialls apps.
Is the apple guidelines for avoid some scrapps (Virus, real gambling game, scams...)
they need more people to redeem codes, not just 1 code / person thats kinda useless for tesselation events....
