Issues with OPR
So, like many others, we're slowly finding issues with OPR, even in my area where we have a fantastic cross-fac chat for OPR.
Here is an email my wife got after submitting a new portal request:
But it clearly states in the OPR FAQ that a portal being too close to another portal isn't a problem and that each portal should be reviewed individually:
I also went out to this physical location and checked the location of these potential portals, the existing one versus this potential (denied) one. They are about 8 to 10 feet apart, so they aren't on top of each other. (Not that it should be an issue as the FAQ states, anyway)
The object of the submission is legit, and I've seen many others get accepted.
So, I guess I'm curious as to why agents are reporting portals that are close to one another?

The too close rejection is done by Niantic after the submission gets approved by OPR.

As @XQlusioN has stated, the system, therefore Nia, reject based on proximity, not the reviewers.
That email shows it was accepted by opr reviewers, and then denied by the system, not the players.
I am aware of a group of agents who think that dense portal areas hurt the game. To avoid disagreements, they simply move the location close to existing portals causing a rejection and still getting an approval.
OPR is a lottery, luckily most reviewers are honest and trying to do their best, just resubmit and hope for a better draw of reviewers.
@thatMNguy that would only work if the majority of people reviewing that submission would move the portal.
A single guy or a small group of people moving a submission will not hold up in the end,
If it is only 8-10 feet apart (3-4m) it is definitely too close and wil always be rejected as too close. No matter how eligible it is
@XQlusioN its not my strategy, I think it ridiculous and petty. I missed that the OP stated the candidates are 8-10ft apart and agree they will be rejected.
As to this "strategy", the agents who I know employ it are Onyx Recon with Great status. Their thought is that a 5* review by agents of their status requires less votes (maybe as few as 2, 1 from each faction) and location is an average (not a vote). Under those conditions, which I pointed out seem unlikely to be true, their strategy would be effective.
There has been times when I have gotten a particular cultural district where people are trying to get unique keys and they will submit across the street or out in the road just to push the portal online I move the pin to the mural and grade it proper. Literally had portals that are too close being offset so they could go in game as if properly placed they would be too close to an existing portal on same building. Local area about 30 miles from playbox.
